Bob Kane and Bill Finger's inspirations for Batman were cult classic characters:

Dracula, Zorro, Sherlock Holmes (as well as Doc Savage, The Shadow and The Phantom)

But I felt this worked better aesthetically.

Not really the phantom. Scarlett Pimpernel is another one, especially the way Sir Percy acts like an absent minded fop.
